A new by-law in Chester means some property owners will get financial help for upgrades to water and wastewater systems.

In a release, the municipality says the Water Supply and Septic System Upgrade Program is now available to help manage the cost of much-needed, and often urgent improvements like a septic system or drilled well.

“Council understands how critical safe and reliable water and wastewater systems are for residents,” says Allen Webber, Warden for the Municipality.  “This program provides a practical and affordable solution for homeowners and community organizations who may otherwise struggle to cover these costs. By offering low-interest financing, we are helping to protect public health, support our environment and improve quality of life across the municipality.”

To qualify:

• be an owner of a one or two-unit residential property within the municipality that is in need of the upgrade, and which is the primary residence of the applicant
• be a registered not-for-profit organization within the municipality

New construction, properties without an existing water supply or septic system as well as properties exempt from paying property taxes are not eligible.

Various types of systems are eligible. If the upgrade repairs or replaces an existing water supply or septic system that is not performing as it should, it is likely covered.

Eligible upgrades:

• installing a drilled well
• repairing a well pump
• upgrading a water treatment system
• replacing a failing septic system

Up to $30,000 is available to cover the actual cost of equipment for the water supply or septic system and associated labour costs, permit fees, and applicable taxes.

Interest is payable at the rate of 3 per cent annually on any balance owning on the loan, with the balance paid back by equal monthly installments over a period of up to 10 years.
